A policewoman at the front door of a family home, confronted by angry, rough-looking parents and two children. The mother has rollers in her hair, and wears a dressing-gown, the father is dressed in singlet, trousers and slippers and has a cigarette hanging from his mouth and the house is surrounded by rubbish, including empty beer-cans and bottles, with graffiti close to the door. The policewoman has suggested the children, who have broken the law, should be disciplined, while the father refuses on the grounds that 1979 is the International Year of the Child.
