Four men stand around a high table with a jug having a convivial beer and chatting about the battle against Japanese whaling. They agree that a frigate should be sent and should open fire if the whale boats don't move. One of them suggests they could get away with it by claiming it is scientific research into the perseverance of whale boats. Refers to the Japanese claiming a right to continue hunting for 'scientific research' into whales.
