The scene shows a number of people running and cycling. Two runners pass two dubious-looking characters who are sitting on a park bench. One of them comments that the government is trying to find a way of getting more Kiwis up and about and the other replies that it is called the Parole Board. Refers to criticism that the Parole Board is too lenient and that prisoners are let out of prison on parole too soon.
