The cartoonist suggests that Trevor Mallard is an excellent person to be rolling out the new initiative of recycling bins in public places by the government because he himself has just been recycled and knows about 'dumping his rubbish in public places'. He has just lost his portfolios of Minister for Social Development and Sport and gained portfolios for Broadcasting, Environment and Labour. Trevor Mallard had his portfolios changed and was demoted several places in the cabinet reshuffle as a result of his punching National MP, Tau Henare outside the debating chamber.
