The Minister of Finance, Michael Cullen stands on a short pediment while Trevor Mallard, in his role of Associate Finance Minister, swings at it with an axe. Two men passing by comment that Trevor Mallard is keen on making cuts. Refers to Trevor Mallard as having said that the government will cut personal income tax in next year's budget. Michael Cullen has been reluctant to make tax cuts.
