The cartoon depicts the Prime Minister's desk, in the centre of which is a notice indicating that she has gone to Valencia (for the Louis Vuitton Challenger series). On one side of the desk is a 'Too hard' basket filled with folders labelled 'Health', 'Crime' etc and on the other is a basket labelled 'pending' which contains a folder labelled 'State funding political parties'. The latter refers to the problem arising after the last election when several political parties and especially Labour, were accused of thr misuse of state funds in their political campaigns.
