Minister of Finance, Michael Cullen, is driving a front end loader labelled 'Validation'. He is busy transferring an enormous pile of 'Surplus' onto a large truck labelled 'Election propaganda'. Refers to the large funding surplus that many people want to be used for tax cuts and also to the allegations of misuse of government funds levelled at the Labour Party and other parties. Cartoon appears to imply that the surplus validates election propaganda.
