Caricature in two frames of Michael Cullen, Finance Minister, as a flasher. In the first he flashes open his raincoat with a big grin to expose his nudity protected by a strategically placed card dangling from a string around his neck, that reads '$11billion'. In the second frame he pulls his coat tightly around himself and half hides his face in his collar. Refers to the large government surplus that many people think should be used for tax cuts.
