A large benign-looking tiger with a toothless mouth pads off to negotiate with the Wananga while one man calls him 'Tiger Mallard' and another runs alongside with a huge set of tiger dentures that he is suggesting the tiger might need. Refers to Minister of Education, Trevor Mallard's giving the Wananga three weeks to convince him that it can manage itself out of the financial difficulties it has been in.
