In the first of two scenes a boatful of whale watchers is watching a spectacular display of fluke flapping in Kaikoura and in the second a Japanese chef is frying whale meat in Kokura. Relates to the annual meeting of the International Whaling Commission which has maintained the almost two-decade-old ban on killing whales for profit.
