Shows the New Zealand Minister of Finance, Michael Cullen, holding up a portfolio labelled 'budget' and endeavouring, in vain, to draw the attention of the press to it. Instead, several camera and video operators are focussing all their attention on two huge smouldering heaps of papers, one labelled 'police' and the other labelled 'education'. Refers to the 2005 budget, seen by many to be lack-lustre, and to recent problems in both education and the police, embarrassing to the Labour government.
