The scene shows a hospital bed with a patient in it. On the end of the bed is a temperature chart entitled 'business confidence' with the indicator arrow pointing downwards. A smiling Michael Cullen, Minister of Finance comes to visit the patient carrying a single flower labelled 'tax relief'. Refers to a recent National Bank poll that showed that business confidence was at its lowest level since the 2000 winter of discontent. Days later Michael Cullen signalled that $1 billion of corporate tax cuts would be unveiled in the budget.
