Shows Max Bradford, Minister of Energy in the National government and architect of the electricity industry reforms, tied on the rack. Pete Hodgson, the current Minister of Energy, is one of two torturers holding a cleaver and a hack saw. They have rearranged Bradford's body parts so that one of his hands has been replaced by a foot and one of his feet by a hand. Refers to Hodgson's objective to make Bradford's electricity system work, and power prices and shortages.
