Shows Helen Clark trying to leap across a crack in the ground. A stake standing up in the crack is flying the flag 'exclusive Maori wards'. She is trying to hold onto a sheaf of papers but one has fallen into the crack. It is called 'closing the gaps'. Refers to Maori issues and the Labour government's policy of 'closing the gaps' aimed at reducing inequalities between Maori and pakeha.
