The cartoon depicts a Japanese whaling ship in the process of 'scientifically' harpooning a whale. The ship is called 'Kaitahora Maru 13'. The flukes of the whale protrude through a white cloth in the centre of which is an expanding circle of the whale's blood. The image appears to be also the Japanese flag. The reference is to the continuing struggle to persuade Japan to stop hunting whales.
