A man and his young son are walking past the Housing New Zealand building. There is a huge plume of smoke issuing from a window and a fire engine can be see arriving. The boy asks his father if it is true that there is no smoke without fire. There is a scandal at Housing at the moment and a manager has been stood down for trying to gag a whistleblower about underreporting of spending.
