Scene in Wellington showing defaced banners advertising the failed Sesqui l990 Carnival. Shows two billboards standing between the motorway and Wellington Harbour advertising the New Zealand Sesqui 1990 Carnival, 24 Feb-1 April. They are spray painted with the words `Spasqui', `and I laughed and laughed and laughed', and `another Govt ripoff!!'. Photograph taken circa 30 March 1990 by Evening Post staff photographer John Nicholson.
