Father and the two children are in the back garden as father demonstrates the use of the remote control in getting the micro-chipped dog to fetch the stick that he throws. The reference is to the current row about whether all dogs should be microchipped for the sake of public safety. Farmers in particular are not happy about the idea because of the cost and pointlessness for farm dogs.
