A little tug boat named 'Razor Gang' is struggling to drag an anchor named 'Unions' out of the mud. The government has been conducting a cost cutting series of reviews of state spending. Council of Trade Unions president Ross Wilson said unions wanted extensive involvement and had been arguing for increased investment in the public sector.
