A cordon has been put round the office door of George Hawkins, Minister of Police and two MAF (Ministry of Agriculture and Fisheries) officers stand resolutely in front of the door. Two reporters can be seen rushing in with their microphones at the ready because they have just heard that a case of foot-in-mouth has been confirmed. The reference is a pun on the sheep disease 'foot and mouth'. George Hawkins has been getting into trouble for saying the wrong thing thing, thus putting his foot in his mouth.
