There are two frames; in the top frame a sinister-looking Dick Cheney, Vice-President of the United States states that his people on the ground report that the Iraqui people are optimistic about the future; in the lower frame an Iraqui man tells a US soldier that things couldn't possibly get any worse. The irony is missing from Cheney's take on things.
