The cartoon shows Finance Minister, Michael Cullen, in a gym lifting huge weights. He gloats that he has lifted more of these than Treasury has had hot dinners. Two little men in the lower right corner comment that he has never dropped one and is not about to. Refers to the fact that Michael Cullen is strongly resisting giving any tax relief in spite of Treasury's call that he should do so.
