Shows a chef standing over a large bowl of soup (Samoa soup) which is steaming hot. He is trying to cool it down by adding two large ships. There is a bent spoon (External affairs) and a bottle of sauce (Police sauce) on the table. There is also a piece of paper sticking out of his pocket with the heading "Deportation order". Refers to conflict with Samoa over deportation.
