A man wearing a tweed cap and jacket and smoking a cigarette is taking his dog for a walk. He is walking past what looks like part of a tenement building or block of flats in a street in Belfast. He passes a door on which can be seen the letters 'IRA' and 'HQ'. Stuck to a window beside the door is a notice reading 'Guns for hire sale' with the word 'hire' crossed out. The cartoon refers to the decommissioning of all IRA weapons.
