The New Zealand War Cabinet, which was formed in July / August 1940 from the leaders of the parliamentary and the opposition parties, is depicted as a figure seated at a table with five heads emerging from the collar of one suit. The five heads, including Walter Nash, Peter Fraser, Gordon Coates and Adam Hamilton are looking very unhappy.
