Shows a submarine (Farm prices) resting on the bottom of the ocean. On the surface of the water is a boat (American National Recovery Act) which is preparing to salvage the submarine. There is a group of six men, wearing top hats, squashed into a small dingey (N.Z. Government) which is rowing away. Refers to farm prices.
