Two policemen are shining torches at a group of Frenchmen wearing flippers and carrying bombs who are pretending to be Swiss tourists. One is dressed as Napoleon. Refers to the bombing of the Greenpeace vessel Rainbow Warrior (which was tied up at Auckland wharf) by French secret service agents on 10 July 1985.
