The New Zealand Minister of Defence, John George Cobbe, is burying a coffin labelled 'N.Z. military training'. He is watched over the fence by prime minister George Forbes, who is has his hands raised in a 'hands off' gesture, and by steretypical racial types representing Africans, Indians, Japanese, Russians and Chinese, who all look on gleefully. Cobbe wears a leather 'medal'.
