Two over-weight capitalists are rising up in a hot-air balloon labelled 'the high cost of living', while New Zealand prime minister William Massey tries to shoot them down with a tiny bow and arrow labelled 'inadequate anti-profiteering legislation'. Out of the many commodities on board the balloon the 'hides embargo ballast' has fallen out and hit 'the public' on the head.
