Robert Semple, Minister of Transport, preparing to open a bridge across the Waimakariri River at Bealey. Mr Semple is standing to the side of a group of men, two of whom hold a ribbon inscribed with the words: `Opening Waimakariri Bridge 12.9.36 by Hon R Semple'.
