Mr Fidel Madlansacay of the Philippines receives a presentation of books from the Prime Minister, Mr Holyoake, for being the 1000th student to New Zealand under the technical assistance programme of the Colombo Plan. Mr Madlansacay, who will attend Massey Agricultural College to study pastoral and dairy management, presents Mr Holyoake with a length of material.
