Historical Notes: In 1995 the National Government proposed a fiscal envelope of $1 billion dollars to settle Maori grievances. There was strong oposition to this from Maori. Here the Demonstrators were opposing Te Puni Kokiri's involvement in marketing the fidcal envelope idea.
