A man from the Ministry of Works, talking to a workman in front of an enormous tractor (a Euclid), which has been involved in working on the 'Needmore power project', bulldozing the overflow for a dam. Refers to the rivalry between New Zealand's North and South Islands, and possibly to the making of the Clyde dam.
