No children' He is peering suspiciously at a mother (Sidney Holland) with three small children, the smallest being Keith Holyoake (then Minister of Agriculture) who is trailing a toy sheep behind him. A street in the background to the right is called Market Street. Refers to New Zealand's attempts to get trade concessions from the growing European Economic Community.
