The text below the image includes a reference to a cable from Melbourne indicating 'that the religious difficulty is overcome by placing the Primate and the Cardinal side by side'. The cartoon appears to refer to arguments over precedence between the Government and the Judiciary. Seddon is holding a scroll marked Premier and (belly to the fore) is stepping across a line.
