Caption for this image published in "Ask that mountain: the story of Parihaka", by Dick Scott, 1975, page 164, reads: "Te Whetu's tall figure [possibly Te Whetu Moeahu - see "Parihaka: The art of passive resistance" 2001, page 45] commands the marae at a meeting of 17 March 1896 where a call was made to tax the rich.
