The captain (Watt) is desperately trying to control the boat and manoeuvre around jagged rocks (Rising economic disruption, rising economic chaos, rising union discord, rising militant unionism). There is a huge wave (rising public dissatisfaction) about to crash down on the boat. Refers to Watt as the Minister of Labour.
