Two men are standing on the edge of a lake labelled 'budget' looking at the lake level marker which shows the lake level is well down. One, dressed as a rural businessman in collar, tie, tweed jacket, waistcoat and heavy trousers comments to the farmer beside him who is wearing a slouch hat, an open bush shirt with the sleeves rolled up and heavy trousers and is smoking a cigarette, that the water level [amount of money or assistance available to the rural community under the government budget] is still very low.
