Dressed as doctors the Town Planning Committee, one member clutching the 'Kennedy Report' are in a huddle. Behind a screen to the left is a boy 'Foothills Motorway' sick in a hospital bed. To the right of the huddle is a group of angry protestors including the Wellington Regional retailers, the Thorndon residents, the Save the Bolton Street Cemetery and the Architectural Centre, all asking for 'another opinion' to stall the construction of the urban motorway through the Wellington suburb of Thorndon. Above the Town Planning Committee are the phrases "Go ahead and operate", "No certain cure", Arterial constriction?", "Growing pains?", "Parkingspace Disease?" and "Possible congestion".
