In a book-lined office a lawyer is reading out 'The will of the people' taken from an open ballot box on his desk. He reads - "To the drinkers, the hotel owners and the tourist industry, I, the referendum, hereby bequeath 'more liberalised drinking'..." In front of him sit pleased looking representatives of the tourist industry and the public, a deadpan hotel associations man, an angry N.Z. Alliance man and an upset vicar and other annoyed memebers of the public.
