Shows the American Democratic president, President Bill Clinton, with arms raised in victory on being returned to office, with the larger bulky figure of a Republican, with top hat, cane and cigar, holding one of Clinton's arms aloft. This refers to Clinton re-election, but with his powers curtailed somewhat by the Congress being strongly Republican.
