Historical Notes: Mata'afa and Malietoa were part of the structure of the New Zealand Government of Western Samoa. Executive authority was vested in the Administrator. Legislative power was vested in the Administrator and a Legislative Council acting together. As well as Samoan memebers on the Legislative Council, further provision was made for consulting Samoan opinion. The high ranking Samoan Chiefs in this photograph are two of the three Fautua or advisers to the Administrator.
