Hitler and Mussolini pledging support for Japan, in the shape of Premier Matsuoka, who is being made a fuss of by Ribbentrop. Hitler and Mussolini are standing at a table, with an array of microphones in front of them, both giving the Nazi salute. Their conditions of support are written up on a board behind them, making it clear that their own interests are paramount.
