The cartoon shows two New Zealand railways vehicles racing side by side. One represents management and the other represents employees. They are racing on a progress chart and have followed each other very closely. They are now heading steadily down and both are keeping a close eye on the other. Refers to problems between management and employees of New Zealand Railaways, causing the service to decline.
