The cartoon shows American President Clinton parting a wave, representing the Whitewater scandal, by raising his arm. In his other hand he has a piece of paper which reads, `poll lead', and on his head he wears a crown. Refers to Clinton's handling of the Whitewater scandal which treatened to ruin his poll ratings.
