A small aeroplane marked UN with a police-style warning light on its roof, flying over a vast landscape in which nuclear bombs are being exploded. The message from the cockpit is that the perpetrators of the explosions are under arrest. Refers to the United Nations Organisation's inability to prevent member nations from testing (and possibly using) nuclear weapons.
