Cartoon strip of 6 frames speculating about the growing use of permits for all kinds of human activities and how it would be if back-scratchers were similarly rationed and required a permit. In the final frame the main character, a man with an itchy back, explodes through a hole in the floor on finding that backscratchers are not available.
