The cartoon shows a Frenchman using a toilet. The sewage pipe from the toilet goes through a pipe and eventually comes out from a shower head, raining on a man representing New Zealand. Laurent Fabius's statement, following the publication of the Tricot Report, did not apologise to New Zealand for the bombing of the Greenpeace ship, the Rainbow Warrior, in New Zealand territory.
