The cartoon shows a boat that is sunken below the water and only the top of the mast can be seen. A shredded flag at the top of the mast reads, NZ Labour party. A voice is coming from below the surface rallying the team to get them moving. Refers to the Labour party trying to get the ship moving again after a long period of being overshadowed by the National government.
