''I find it stated in Mr. McLean's letter to yourself dated 23rd. January last that the Natives have a large supply of powder obtained by the aid of foreigners, you have no doubt caused enquiries to be made as to the manner in which the Natives may secure their supply of powder, but I should wish to be informed whether Mr. McLean in using the terms Foreigners intends to refer to subjects of a Foreign power, and if so to what nations he supposes them to belong.''
